The attorneys comprising the
Municipal Group at Leisawitz Heller have
vast experience assisting governmental,
quasi-governmental clients and private clients with
matters involving all aspects of the municipal law of
Pennsylvania. Furthermore, because many of our
lawyers serve as solicitor to or members of the Board of
public entities of various kinds, the lawyers of the
Municipal Group
have the ability and commitment to analyze our
clients' problems from a unique and broader perspective
and to provide creative approaches to the resolution of
these problems.
Over the years, Leisawitz Heller has represented
clients with matters involving land use, zoning and
subdivision, municipal finance, labor law, municipal
procurement, construction contract administration and
related litigation, project labor agreement administration
and related litigation, right-to-know law issues, real
estate, and water and sewer utilities. Leisawitz
Heller presently is solicitor to several Berks County
public entities, including the Berks County Convention
Center Authority,
the Borough of Womelsdorf, the Township of Upper Bern, the
Township of Perry and
the Borough of Laureldale. In addition, several of
the lawyers of the
Municipal Group
have served as Board members of public bodies, including
the Berks Area Reading Transportation Authority and the
Berks County Planning Commission. Leisawitz Heller
has represented other municipal entities from time to time
on specific matters or special projects.
The Municipal
Group also is able to partner with the Firm's
Labor and Employment Group to provide advice on labor
issues and labor negotiations for our public clients.
Our lawyers have demonstrated vast experience in
handling civil service disputes, equal employment
opportunity and occupational health and safety matters,
and civil rights litigation. In addition, our
lawyers have participated in large public construction
projects and have drafted, litigated and administered the
first project labor agreement successfully utilized in the
construction of the Berks County Convention Center.
We also have experience administering public
contracts, reviewing related services and construction
documents, payment and performance bonds and letters of
credit, and have negotiated and litigated disputes and
claims which arise therefrom.
The lawyers of the
Municipal Group
have extensive experience working with commercial
and residential real estate developers through all phases
of the development process. Conversely, we have
advised our municipal clients on zoning, subdivision,
stormwater management, municipal solid waste, fire and
building codes, and environmental issues, and our lawyers
have drafted applicable ordinances which permit such
clients to maintain orderly land use planning in their
municipalities.
